  • For rapidly changing situtations (war, refugee crises)
  • Limited functions: representation, promotion of good relations
• Advantages
  • Cheap, for smaller and poorer nations
  • Mini-embassies can act as training grounds for newbie diplomats
  • Easy & quick adjustments of staff, objectives, roles
• Disadvantage
  • Limited function means low prestige, esp for prestigeous nations
  • Low security
