    • Institutions lift the lack of trust and fear between states that came from international system anarchy 2
    • Regimes, agreements, informal meetings might be looser less binding ways to gain cooperation with cautious states
    • international institutions are set up to deal with common problems, by providing information and reducing cost of multilateral decision makings. 3

  • Institution provide opportunity and way to cooperate and negotiate
  • Institutions stabilize a multi-polar anarchic world (as opposed to bi-polar)
  • Institutions allow a way for states to monitor and take account of one each other’s commitments transparently
